That's because the flywheel bolts are M12 and the clutch bolts are M8. For class 10.9, that would call for standard torque values of 83 and 24 ft-lbs. VW's specs are right in line with that.

The flywheel bolts are near the center and the clutch bolts are near the outside - for the same torque, the clutch bolts are under much less stress. Also, the clutch bolts only see 1/2 the full torque (from the pressure place side of the clutch disc - the other side is the flywheel). The flywheel bolts see all the torque.

The pins are to ensure everything is properly centered before bolting it down, any imbalance will cause problems.
