The sealed compartments with screw down lids were for full campers all years. The hinged compartments were for passenger models all years, even ones with beds and screened windows. The sealing setup in the campers is a real POS, not planned for by VW, just a crappy retrofit done to achieve compliance with some RV/Housecar fire rating standard IMHO. Westfalias have the compliance stickers on them. I think we hammer this topic here every few years.
