Outboard vents should flow well at 60 mph, by ram air as Mark D says.

Heater control lever positions may have a slight affect, depending on lever positions. on that outboard vent flow .

as long as it doesn't have AC in the dash .. outboard vents should flow very well at speed. sometimes the hose to them is off ...might want to check that . and the grill pieces get out of place sometimes. oddly 'up is off' on the outboard vents.

To get air flow to floor area - if heater air goes more to windshield than feet... the never-explained-clearly-anywhere setting to get good floor area flow is .. bottom lever full right, second lever from the bottom , full left. that'll get you good floor flow.

oh yes...it is Totally Normal to have to work over the heater control cables. it's apparently illegal for anyone to service, lube or adjust them. On every last van I get to make happy again .. I have to take out instrument cluster....straighten and lube cables.. check full travel like heater valve full on/full off etc. They're kinda cheaply made, but fortunately very easy to tweak and lube back to health. 'they all need it' ..and it's real easy to do.
