Sounds to me like the air intake behind the grill is blocked with something. Maybe a wasp or rodent nest. I used to take my grill off and tape cardboard over the intake every winter to minimize cold air flow into the van, occasionally forgot to remove it when warm weather came back around. It behaved much like yours.
