The law may also require an odometer, the "total miles" requirement
probably excludes resettable trip odometers.

Should be fine with just a GPS shortly (weren't '86 model year vehicles
made in 1985, so his '86 should be 25 years old soon, if not already).
Nothing says the speedo has to be permanently attached.

067 PA Code Section 175.74
"Odometers.
A vehicle specified under this subchapter shall have an operating
odometer calibrated to indicate total miles or kilometers driven,
except a motor vehicle at least 25 years old"

067 PA Code Section 175.73.
"Speedometers.
A vehicle specified under this subchapter shall have an operating
speedometer calibrated to indicate miles per hour or kilometers per
hour."
