Over or under filling a small amount won't cause a problem.
But what will happen is a transmission will run low then air will be sucked
into the system, causing foaming. Then the foam will cause a incorrect high
reading on the dip stick.

I noticed that when I first checked the level (after driving a couple miles,
engine temp gauge up to it's normal range) that the ATF on the dipstick had
small bubbles in it. After driving about that same amount again, the level
was still the same but no bubbles. Maybe the level too high causes the ATF
to get whipped up by something until operation drops the level and the
bubbles get worked out?
