sounds pretty dead to me. some tricks... one, when it's energized with 12 volts...just bang on the pump .. hit it lightly, say with a small hammer or a rubber hammer. sometimes that will make a stuck electric motor go one more time. I would at least check the fuel filter btw .. and another trick I have read about it to operate it with reverse polarity briefly .. that might do something. I like those Carats. ~ ! I have a Silver 87 Wolfsburg ............first version of what became the Carat. I want to do more to it, but it's for sale btw.
