In Rhode Island there are long lines and waits unless you show up before opening time and join the line of people waiting to get into the building. But about half an hour before closing their efficiency suddenly increases to an amazing extent. People pop out of the woodwork, get people off the benches and line them up and do prelim stuff right out on the floor. And the line practically zooms. It's amazing.
