yeah.. you take them to a tire store and pay a fee usually .. a tire disposal fee.. up to $ 8 last I heard, or that's the worst I've heard.

the wheels.. save them for ...the make nice stands ..or building blocks to put things on ... or flower pots , or spare wheels for parts vanagons or whatever. or just turn them in for scrap metal. any tire store has a bin full of dented wheels that will go to the metal recyclers. they should take wheels free.
