The news says the palapas (basically huts) and other folks on the beach are not the rightful owners, and the police are following the judge's order to evict them so some guy can build a resort there.

Yes, land ownership by foreigners is somewhat sketchy in Mexico, especially when the judge might be "friends" with the developer..
