Go straight to the Bud Limes. Take the night off. :) Use penetrating fluid. WD-40 only does so much in that regard. Give it a good whack with metal drift and hammer. I wonder if re installing a few of the bolts would take some tension off the remaining bolt? Heat seems to be the ultimate answer though I bet there's lots of grease near by. Carefully applied heat maybe? If you have a good grounding point for MIG, you *might* be able to weld something on. Depends on your rigs capabilities. But.... if possible use shielding gas. Less spatter as you likely well know. If I were to weld anything on, I'd weld on a nut. Neil.
