Wisdom, huh? You're asking a lot.

Super-bright either means that all the other bulbs are wrong (this seems in keeping with the symptoms) or that the filament in the bulb has broken and rewelded itself in a shorter configuration, in which case it will burn out very soon. Perhaps your cat is going out in the night and messing with your head? I wouldn't trust *my* cat with a screwdriver. Brightness with the lens off should be the same as brake light -- with lens on considerably brighter than brake light.

Fast-blink is what the relay does when there's not enough load on it, so you're looking at wrong-bulb or contact problems. I haven't been inside one of the relay/flashers, so can't rule it out entirely as the seat of the problem. I lie -- I *have* been inside one and can't remember what if anything I learned about it.
