According to Woodall's Guide to 2010 driving laws in US and Canada (which they point out is not authoritative, but the best info they get by inquiring of each state and province every year) http://www.woodalls.com/articledetails.aspx?articleID=2377513 , there is no state or province that forbids open propane *tanks* except for special cases like ferries and tunnels.

Nova Scotia, New Jersey and Manitoba prohibit open propane *cylinders* while traveling on "open highways."

I *believe* that "tanks" means ASME tanks like ours, and "cylinders" means DOT/ICC cylinders (BBQ tanks). I have no idea what an open highway is.
