Organizationally, U.S. Customs and Border Protection is part of the Department of Homeland Security, so technically you're both right, but it is Customs and Border Security that handles vehicle exports, but only at what is known as a service port, which is a CBP location that has a full range of cargo processing functions, including inspections, entry, collections, and verification.
