So someone's had it off before. See if there are two wear tracks visible on the carbon resistor plate. If not either they were putting the capacitor fix internally (you'll see it), or just looking, or messing with the spring rate that controls vane response to airflow.

Unlikely that the AFM came with the engine. Not impossible. The 2.1l filter box is rounded instead of square, uses completely different filter. 2.1l induction hose is corrugated plastic and goes to a plastic fitting/sheet that completely closes off the vent stack; 1.9l us a corrugated cardboard tube that extends through a flapped opening in a cardboard divider.
