I've painted wheels successfully using regular automotive enamel after a good hot pressure washing only. Took them to a coin car wash with a known good soapy and hot pressure gun..Blasted them good and give a good rinse, let em dry and prime, then paint. Worked on my wheels for a couple of years and I then sold the vehicle...who knows what happened later, probably still fine.
