The report appears to be primarily about fire resistance. The attic and garage specs are an exception to the normal requirement that the board be at least 1 1/2 inches outside a fifteen-minute fire barrier in the wall -- instead they're allowing inside installation under special circumstances, including that combustion air for water heaters etc be supplied presumably in a way that doesn't allow the board to have access to it.

I think you're ok. The stuff gradually outgasses dichlorodifluoromethane which is flammable and which if exposed to flame has toxic breakdown products. In your quantities this should be no issue unless there's a fire. Incidentally it has an ozone depletion rating of 0.065, taking R-12 as 1.0, so it's a remarkable improvement on same.
