As you can see, it is obvious that the holes are for bolts or screws to hold up the heat shield/splash guard. In this case, they are 6mm bolts. But most of the time, those little nuts that were fixed in the body, are spinning around and the bolts won't help. I have seen extra holes drilled for screws to do the same.
