3.75 mm difference by your calculations. 8mm is 5/16ths of an inch, so less than half of that ... a smidge over 1/8th inch.

tires vary in actual phsyical size and height a whole lot more than that, brand-to-brand, size to size. . Two tires of the exact same size can differ by as much as a fat inch in height from manufacturer to manufacturer .. so it 'sorta depends' .. those two are likely pretty close . . but one would have to see them mounted and inflated to really see how they relate size-wise.

I suspect the 205/65 is slightly narrower / taller .. 70 series tires are slightly lowish, generally, not too much, but some.

suppossidly the aspect ratio if not stated ( as in 195 R 15 say ) is 78.

Sidewall height as I understand it:

205mm X 70% = 143.5mm 215mm X 65% = 139.75mm

Looks to me that 205/65/15 is taller. Multiply the difference times two (top sidewall plus bottom sidewall) for the total difference in height.
