There is a legal contract term for what he is doing that escapes me at the moment (no, I'm not thinking of extortion); it is "illegal" (in the tort sense). I think my next communication with this guy would be via a lawyer, and I would make it clear to him that if he doesn't deliver on your contract with the van in the same condition in which he received it that you will be going after his licenses and therefore his livelihood. Yeah it'll cost more than $200, but that's what he's counting on. He's likely pulling this scam on every job.
