Now, I may be a bit more radical than the rest of the list (I doubt that),
but I would go straight to the police and suggest a sting. Show them the
contract, tell them the story, have them look into complaints in other
states, etc.
Offer to be wired and to have the discussion taped, pay the man the full
price in marked bills, get your van and let the police handle it.
At the very least, do share it with the list. We'll put him out of business
best we can via ebay, craigslist, Samba, blogs, you name it. Social
marketing is cool that way.
I would get the van soon though, even if I had to pay the extra price.

May I suggest that at some point, you share the name and contact info of the
shipper with the list? Even if it's after you receive your van, let him know
that there are now 1000 auto enthusiasts who know he is a crook, and they
are all willing to share his name with their friends and aquaintances.
