pure water is natural, as is water with stuff dissolved in it. But there is a limit to what can be dissolved, and to how much. pure water, pH 7, is so very very poorly dissociated, about 0.0000001 M H+, however its a polar molecule with a distribution of charge (weakly neg at Oxygen, weakly pos at Hydrogen) It does not necessarily bond with whatever it comes in contact with. And you really have to define what you mean by bond.
