I have seen that part referred to as the "oil heater". A joking term of course but I suspect that IF one had a poorly maintained overheating cooling system, then maybe that part hinders more than it helps? I have also read that in SOME 2.0 engines, (2000-2002 MY IIRC) there can be significant oil consumption. I wonder what role that cooler *may* play in regards to that issue? Not saying VW was wrong in using that part. As you wrote, it does serve a purpose.
