Bill, I have a new heater valve that I purchased from NAPA. I can find no brand name on it, but it was made in China. It turns smoothly, and it appears to be fully closed when the lever hits the stop, and opens just a bit before the stop. It does not appear to have any opening when the lever is against the stop. I guess I cold try to push some water through it with a tube and see what happens, but to me it looks good. BTW, the NAPA valve cost me $10 and some change. The other sources I checked were way more. I don't know if it will fail early, of course, until it does or doesn't.
