Seriously, maybe between the junk vehicle and an actual piece of artwork, not made of a junk vehicle.  If the displayers wanted to construct a vehicle of plywood, or metal work, and paint it up to resemble a hippy bus, I'm sure no one would object, unless there are ordinances about such things (and there should not be -- but who knows what city fathers will come up with in their self important infinite wisdom).  But a junk vehicle is a junk vehicle, no matter it's paint job.
