I don't "think" he can, I know he can.

You do not need a notarized bill of sale to title/register in Maine. All he needs is some sort of bill of sale. Legally, he could sell the van to a friend/family member, have them sell it back to him with a bill of sale. That is all he needs. Obviously, they check it against the national vehicle theft database, but that's all there is to it.

Not conjecture. Not "advise", like many dole out of their *&$@%. Actual experience with multiple vehicles.

Easy... it just costs $395.

According to the site, one of the documents needed is a notarized bill of sale. That's exactly what he doesn't have. Do you guys really think he will be able to get a title without ANY evidence of legitimate ownership? Maybe Ben can advise him, since he acquires abandoned/towed vehicles. But this one is a scrapped vehicle.
