there are ten pages or more with various forms available ... spend seem time to research for yourself and answer your own question ... the key words to start with are original title ... or in your case no original title ... also you can spend 50$ and search carproof your self and you will receive a full detailed report with no encouragement to buy more information that you do not need https://www.carproof.com/Default.asp

the greater point is ... the internet can be used to answer nearly any question you might have ... every state has MV site with all the rules ... as pertains to that state ...

and just to be a more uppity Canadian ...then i usually am ...

although i should not have to tell this to a resident of pa ... you live in a republic made up of 50 states and several territories ..each has their own laws and abilities to enforce (read California Prop 19 to see how closely parsed the divisions can become) if this vehicle lacked title and you traveled across state lines of states that require what ever sort state line weigh-in ..that includes a valid title ... ..it can become insane ..at the discerssion of the presiding law enforcement officer or adjudicator ... (AGAIN READ California PROP 19 ) to see how weird it can get ...

i hope you did not end up with a van that resembles the van inside the SEA-CAN --(vehicle stolen 30 years prior to attempted export ... good luck
