Subject:   '86 Armrest Tension (Lack thereof)

I pulled the armrests off my front seats (non-adustable type) to remove seat covers. After reinstalling them, they no longer have tension/drag when flipped up/down. Worked just fine before, but now they're floppy - all four of them. I saw that there is a large flat plastic washer in there, which I assumed compresses somewhat to provide the drag. But, even with the bolts tight, they are still floppy. What did I do wrong?
