I have always thought that those plates, when they are used, came with the pads, depending on the manufacturer and perhaps the type of vehicle. I don't recall there being any when I last replace the pads on my '91 GL. Don't recall where I got the pads, one of our on-line vendors. I have not had any squealing on a vanagon; I have had it on some other vehicles. The most important factor may be the composition of the pads. Are you using the same type as before?

At your local FLAPS you can buy a type of plastic goop (CRC?) that is applied to the back of the pads to stop squealing. Of course you have to take the pads out again and allow time for the stuff to dry, etc.
