I was going to mention that also ..it's called Disc Brake Quiet.
the one I use is by Permatex, comes in a blue spray can.
Works sometimes.
makes a dark blue high temp cushion-like thing surface.
the backing shims aren't mandatory quite I don't think.
I've seen them not installed in lots of vanagons.
If you put new pads on used discs ..
here's what I tell anyone where we decided to take a chance on that ..
'if there are any symptoms ...like squeal or brake pedal pulsating .
any not-desirable symptoms ..
we need to do the whole job over,....new pads and turn or replace the discs.
I've got one myself doing that on a van ...
had the disc turned ....and had it re-turned since it wasn't really true
after the first turning ..
I still don't think that disc is right. It's coming off there.
best results usually will be gotten with new pads and disc freshly turned,
or a whole new disc.
I always use Disc Brake Quiet on the back of the pads,
and the tiniest bit of copper anti-seize on the edges of the pads, where
they slide in the caliper ..
and change the brake fluid too ..
and wheel bearings have to be adjusted and serviced ..or at least pretty
close to right.
I probably have used brake pad shims in my boxes of brake parts.

I have always thought that those plates, when they are used, came with
the pads, depending on the manufacturer and perhaps the type of
vehicle. I don't recall there being any when I last replace the pads
on my '91 GL. Don't recall where I got the pads, one of our on-line
vendors.
I have not had any squealing on a vanagon; I have had it on some
other vehicles. The most important factor may be the composition of
the pads. Are you using the same type as before?
At your local FLAPS you can buy a type of plastic goop (CRC?) that is
applied to the back of the pads to stop squealing. Of course you have
to take the pads out again and allow time for the stuff to dry, etc.
