Jim, if the fan is working on the lowest speed then the fan is good and I would suspect the switch. The fans default at the highest speed, then they have a resistor that gives them the slower speeds. If the resistor was bad the low speed wouldn't work. If the fan was bad it wouldn't work at all. So if the fan is working on the lowest speed then it must be the switch or the wiring. If you are adventurous you can even attempt to repair your old switch as usually all that is wrong is that the contacts inside are corroded. Just be sure when you pop the switch open you mark how the body was so you can put it back together the same way. Clean the points inside with some sand paper and you should be good to go.
