Though somewhat crude, I used an old school (non intelligent) battery charger to test my fan. That resistor gets hot with fan on lower speeds. I'm sure the specs are buried somewhere in the archives, but you should be able to put a VOM on the resistor and measure the resistance. IIRC, it is used only for the lower 2 speeds. Highest setting voltage passes straight to fan bypassing the resistor. My guess is that if the fan stopped spinning (it's death) then parts in it started to smolder.
