The easiest way to tell the precise moment is with an LED and a 1K resistor (plus a 9v battery if it's not on the van). A fast-responding analog meter next, then a digital. Or if you happen to have a Hickock digital with the special audio feature that's also ideal.

Note that the spec depends on letting the throttle close slowly, and re-read my previous message about switch-cleaning, throttle-bore wear etc.
