Don't know where you are, or what your local regulations might be. US EPA states on their web site that anti freeze is regulated by the states. In Oklahoma, unfortunately, that means it is not regulated, and I'm sure many states are the same. Also unfortunately, a radiator shop here told me to just dump it in the sanitary sewer, which is what he does in the shop. Wow! I asked the local toxic and hazardous waste disposal entity in my town, and was told by their personnel the same as the radiator tech told me, but that they would accept it and dispose of it "properly" if I wanted to pay them the standard fee by weight (my town contracts with a larger city nearby, and recovers the contract cost from residents via the fee). No good options. I asked vendors who accept used motor oil for disposal if they would take it. No. Finally took it to a dealer from whom I had bought another vehicle, and the dealer took it, but said he "wasn't supposed to." I have no idea he did with it. Next time? Don't know.
