Subject:      Rear Brakes Seized?

I washed my van yesterday, then moved it to the street. This afternoon, I went to move it back to the driveway to do some work, and it won't budge. I've had the rear drums seize up from rust before, but usually it frees up easily with some gas pedal coaxing. But the van isn't budging.

I reved it hard a half dozen times both in forward and reverse, abusing the poor clutch, but it's not moving. (it will roll maybe an inch). The hand brake feels normal when pulled, and while gasing it in reverse, I can feel the tension in the hand brake until I let off - so I presume it is indeed a locked drum...? Help appreciated!
