I suspect Michael's having the same problem I've had when I've unscrewed the whole bracket as opposed to just the panel. I've found that necessary at times, and yes, pushing all those wires up is definitely a pain, which I think is exacerbated by the awkward angle.

If I have removed the whole bracket, I'll use an awl to "hold" the bracket in place by placing it in one of the holes (taking care not to torque it so as to strip or bend the threads of the hole). Then I can usually get the other (first) screw threaded. Remove the awl to insert the second screw, and then tighten the whole thing down.

Also, if I'm going to be working under or in the dash for a significant time, I'll remove the steering wheel. It's not hard, and makes work sooooo much easier.
