It is very likely the ground wire for the headlights. They use separate fused power circuits but the ground wires join into a single wire. Just find the brown wire to the back of either, strip a small section bare, and short it to bare metal nearby while the key and headlight switches are on. If that makes them come on, fix the end of the brown wire under the dash above the fuse panel.
