There are 11 different Vanagon base wiring diagrams depending on year and model.

In 86+ it is trivial to remove and reinsert the flasher relay.

If you want help, pull the flasher relay, test the turn signals and 4 way flashers, record results. Put flasher relay back in, test again, record results. Report results here.
