Make sure you loosen the fill plug first. It too may be stuck though it sounds like you've been removing that every 6 months.

Try loosening the drain with drivetrain cold (or hot if you've tried changing cold). Long shot guess but maybe temp of metal makes a difference?

Or, seat the tool properly and give the end a rap using the side of a ball peen. That should "knock" it enough to crack it loose.

And at the risk of pointing out the obvious, make sure you're turning it the correct direction.
