There are 2 cables from dash to rear that control the heat flaps in the heater boxes at engine. They terminated at the dash lever as one cable if that makes sense.

Cables can kink where they enter the sheath. If the PO did some custom cable work, they might have put the "L" of cable end in the wrong hole of a given lever (don't ask how I know!) This would result in a poor angle causing cable to bend and kink over time. Or, the cable sheath has come loose from the retaining clip.

You also may be seeing poor or no flap control because the foam on the flaps has gone south. Lots in the archives about heater box (behind dash) rebuild.
