Should be thick polyester+foil which is coated with resist and etched to leave the circuit; then thin adhesive-backed polyester (hot?)-pressed on top.

On various printers, keyboards and such I've had open instead of etched foil they silk-screen silver paint on the substrate. Occasionally they don't even cover it.
