After you check the things that other folks have mentioned one more thought. I have had problems with aftermarket tow hitch wiring systems messing up the brake lights in the rear. Basically folks splice in these two hitch wiring deals and they have a control box that seems to go bad over time. Maybe it is something that the PO did and you don't even know about it. However if you have a tow hitch wiring plug and you have checked other things and coming up empty I would suspect that. Just a thought.
