Off is easy - just cut them. Getting them on is all about lubrication, leverage and tenacity. Don't lube with petroleum, it will soften the bushings permanently. I clamped the bar in my vise which made it a lot easier to really bear down on the situation.
You could clamp it to a tree or a lamppost or whatever to make it easier.
