That's not been my experience. If the belt has developed a glaze, brake fluid/belt dressing will condition (soften) the rubber surface and allow a better grip. Obviously, if the belt is too loose, it needs to be tightened, and if it's old and brittle, it needs to be replaced, but keeping the rubber pliable is not at all a bad idea.
