It's all about the M-O-N-E-Y. In Virginia the worst part is the safety inspections are done by gas stations/repair shops that have an interest in seeing your car fail and selling you repairs. Oh, yeah sure you can file a complaint against a dishonest inspector with the state police, I did just that back in the 70's when an inspector failed my then 1 year old Beetle with about 6,000 miles on it for "bad wheel bearings". He also referred to my car a "piece of furrin s**t". The state trooper I dealt with laughed it off. But, back in the 70's we used to be subjected to this legal stealing TWICE a year-yup, every 6 months you'd have to sit an line and go through this misery. When they decided to make inspections annual, the Virginia Gas Station Retailers Association fought hard against it, saying yearly inspections would lead to "a blood bath on Virginia highways". Yup, sure did, ever since our highways have been strewn with dead bodies from unsafe cars. Gimmie a break!

Most of my High School friends cars passed the local safety inspections even though you could see the pavement passing under your feet as you were driving down the road! And those that were too far gone were taken care of with a quick application of Bondo, maybe some plywood and spray paint. And I know from experience that a stop sign is a perfect drop in for the front section of a VW floor pan! So, just how safe is a unibody car that has half the steel rotted away????? But, hey, at least the brake pads had more than 25% left in them!
These days emissions testing and safety inspections are more about revenue than safety or emissions.
