I used to work at a tire shop and have balanced a bazillion wheels. The typical lead clamp-on weights for steel wheels fell off way more often than the double sided foam tape kind used on aluminum wheels. All tire shops have computerized dynamic balancers that figure out the imbalance on the inside and outside. sometimes it was fiddly to put the stick on weights far enough to the outside to make them zero out correctly but it always worked out ok after a few tries.
