I've seen defective bulbs cause these symptoms. I assumed that because they were brand new bulbs that I took out of the package that it was the socket...

Replaced the socket with a brand-y new one ($$), same symptoms. Aurrhhg!

Found a used bulb in my stash and that fixed it.

Pull the rubber boot back and look at the wire connections. Very common for them to be ugly as heck. This is a chronic problem due to a design weakness in the front marker light assembly. Water gets in and the boot keeps it in rather than keeping it out. This corrodes the wires and spade connections.
