not likely the flasher would have affect on the running light portion of the bulb.

did you check for the presence of voltage on the contacts of the socket with a 12 volt test light ?

those sockets get pretty funky sometimes. you could look in the wiring diagram and see where the supply end of that running light wire is and investigate there. obviously ....if the problem is in that wire .. either the juice is not getting to the end of the wire and the socket and the contact in the socket , or it's not starting out on that wire in the first place.
