If you're certain that you're not reusing the shocks, you could try clamping a pair of Vice-Grips to the shaft (lots of tensions and use the actual VG brand), then you can really wail away on the nut with a box-end wrench. You don't need to hold the VG, as they'll swing around and lodge up against something, then do their job.
