Since the por 15 is for rust prevention, it should be applied to areas that are about to get rusty if you would not. The use of logic and common sense does not stop when we install a mudflap. The paint is a finish paint, not a treatment. And one need to apply it twice to get the best results, just before it gets fully dry, put on an extra coat. Last time I put on a set of mudflaps on a Westfalia, I did not have to drill anything. But if it's those small mudflaps that fit on the flares, that I consider mostly decorations, those need drilling. And have masking tape on the paint before, to avoid scratches of the shavings.
